Your wife can apply for B.Ed. programme if she fulfills required eligibility criteria. Check all good teacher training institutions recognised by NCTE nearby.According to NCTE norms and standards, candidates with at least fifty percent marks either in the Bachelor’s Degree and/or in the Master’s degree or any other qualification equivalent are eligible for admission in B.Ed. programme.

You haven't mentioned your location and other details. However, in general:
Normally, universities call for applications for admission in B.Ed. Sometimes, entrance test is conducted for the admission. Candidates selected for B.Ed. programme are then attached to various colleges approved by the National Council of Teacher Education.
Admission is made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other selection process as per the policy of the State Government/U.T. Administration and the University.
B.Ed. course is available for students in regular full time as well as distance education format. For full time course, duration is at least one academic year or two semesters.
